Who is the Bully? The Parent or the Skateboarder? [VIDEO]

In this video, you see parent Craig Platt of New Zealand pushing a teenage skateboarder flat to the ground off his skateboard. Initially, it looks like the man doesn’t want skateboarders skating there at all, but the altercation actually happened at a skatepark in New Zealand.
Reports state that there was a skateboard competition going on when uninvited skaters showed up without entering the competition and began to skate the terrain. A parent of one of the competing skaters, Craig Platt, became so upset by their presence he ends up pushing one in the neck off of his skateboard.
While the uninvited skateboarders should not have been interrupting the competition, was the parent too aggressive and out of line?
